A “harangue” is a noisy exhortation to do something – to go to war or cast your vote or change your life – anything that requires beseeching and convincing. A betting man would certainly make just that noisy exhortation to a losing horse, which explains the word’s origin in the Italian arringo, meaning racetrack.
