Also “the exception that proves the rule”, this somewhat confusing phrase means, in short, that “most universal statements have to be qualified”. The phrase derives from an English legal maxim, originally written in Latin (Exceptio probat regulam in casibus non exceptis), the means something like “exceptions confirm the rule except when they don’t”.
